Job Description
Gardens by the Bay is seeking an experienced contract management professional to oversee the procurement and commercial management of development, infrastructure and exhibition projects. The role will partner with project teams throughout the project lifecycle, providing procurement, contractual and commercial expertise to ensure sound governance, effective risk management and compliant project delivery.
Key Responsibilities
Oversee the planning and execution of procurement activities for consultancy and construction contracts, including procurement strategy, tender documentation, tender evaluation and contract award.
Advise management and project teams on procurement strategies, commercial matters and contractual risks to support informed decision-making and successful project delivery.
Provide commercial and contractual advice on contract interpretation, risk allocation, variations, claims, extensions of time, dispute resolution, final accounts and other contract administration matters.
Ensure procurement and contract management activities are carried out in accordance with Gardens by the Bay's procurement policies, governance requirements and established procedures.
Review procurement and contractual submissions, including tender documents, evaluation reports and approval papers, to ensure completeness, consistency and compliance with organisational requirements.
Work closely with project teams, consultants and contractors to resolve contractual and commercial issues and facilitate timely project delivery.
Identify procurement and contractual risks, recommend appropriate mitigation measures, and drive continuous improvement in procurement, contract management and governance practices.
Oversee internal and external audits relating to procurement and contract management, including ensuring proper documentation, responding to audit queries, implementing audit recommendations and strengthening governance practices where required.
Qualifications
Degree in Quantity Surveying, Building, Construction Management, Engineering, Law or a related discipline.
At least 8-10 years of relevant experience in procurement, commercial management, quantity surveying or contract management within the built environment sector.
Good knowledge of procurement practices, commercial management and contract administration for consultancy and construction projects.
Strong understanding of standard forms of contract, such as PSSCOC, NEC or FIDIC, and principles of contract law.
Experience in managing procurement and contract administration for public sector or large-scale development projects will be an advantage.
Familiarity with procurement governance, audit requirements and contract risk management.
Strong analytical, communication and stakeholder management skills, with the ability to influence and collaborate effectively across multidisciplinary teams.
Able to manage multiple projects concurrently and provide practical, risk-based commercial and contractual advice.
