    Role Overview We are seeking an experienced Senior Recruiter / Team Lead to manage onsite recruitment operations at a client location within the manufacturing sector. This role combines hands-on recruitment delivery with team leadership responsibilities, ensuring the timely fulfilment of direct labour hiring requirements across production, assembly, logistics, warehouse, and cleanroom operations. The successful candidate will lead and be the primary liaison between the client and recruitment team. This individual will drive recruitment performance, build effective talent pipelines, and ensure a high-quality candidate experience while meeting business hiring objectives. Key Responsibilities: Recruitment Delivery: Manage the end-to-end recruitment lifecycle for direct labour and manufacturing-related positions, including material handlers, machine operators, assembly workers. Partner closely with hiring managers and operational leaders to understand workforce requirements, hiring forecasts, and role specifications. Source, screen, assess, and shortlist candidates using a variety of recruitment channels, including job portals, social media, referrals, vocational institutions, and career fairs. Conduct interviews and candidate assessments while ensuring quality and fit-for-role. Coordinate interview scheduling, offer management, onboarding activities, and smooth handover to HR Operations. Build and maintain talent pipelines to support ongoing and future hiring needs. Team Leadership & People Management: Provide guidance on sourcing strategies, candidate engagement, and stakeholder management. Monitor individual and team performance, ensuring adherence to recruitment processes, compliance standards, and best practices. Foster a collaborative and high-performance team culture focused on delivery excellence. Client & Stakeholder Management: Serve as the primary point of contact for client stakeholders regarding recruitment activities and workforce planning. Build strong relationships with hiring managers and operational leaders to understand changing business requirements. Provide regular hiring updates, recruitment insights, market intelligence, and workforce recommendations. Manage stakeholder expectations and escalate recruitment challenges where necessary. Recruitment Strategy & Process Improvement: Develop innovative sourcing strategies to attract direct labour talent in a competitive labour market. Identify recruitment bottlenecks and implement process improvements to improve hiring efficiency and candidate experience. Support employer branding initiatives and enhance the client's reputation within the talent market. Leverage workforce market insights to recommend recruitment approaches and talent attraction strategies. Reporting & Compliance: Track and analyse recruitment metrics, including: Time-to-fill; Time-to-hire Offer acceptance rate Early attrition/fallout rates Prepare regular reports and performance updates for client and internal leadership teams. Ensure compliance with Singapore Employment Act, Tripartite Guidelines, MOM regulations, and company recruitment policies. Maintain accurate recruitment records and documentation. Skills & Competencies: Strong leadership and team management capabilities. Proven stakeholder and client relationship management skills. Excellent communication, presentation, and influencing abilities. Strong sourcing and recruitment expertise within manufacturing and direct labour environments. Ability to manage high-volume recruitment under tight timelines. Strong organizational skills, attention to detail, and problem-solving abilities. Adaptable and able to respond effectively to changing client demands and labour market conditions. Experience implementing candidate engagement and retention strategies. Qualifications & Experience: 5-8 years of recruitment experience , with a minimum of 3 years focused on direct labour, manufacturing, industrial, or blue-collar recruitment. Demonstrated experience leading or mentoring recruitment teams in an onsite, RPO, agency, or in-house environment. Strong understanding of Singapore's labour market, workforce regulations, and hiring practices. Experience supporting high-volume hiring projects and workforce ramp-ups. Familiarity with vocational institutes, polytechnics, technical training providers, and community workforce programs is highly preferred. Experience working within manufacturing, semiconductor, electronics, logistics is an advantage.
