System Infrastructure Manager

Overview The Systems Engineer L3 is a senior-level technical role responsible for ensuring the operational availability, security, and continuous improvement of core IT infrastructure and systems deployed for a Singapore Government Project. Acting as an advanced engineering escalation point, this role resolves complex technical incidents, manages configuration states under strict regulatory frameworks, and proactively works to eliminate operational toil through infrastructure automation and reliability engineering. RESPONSIBILITIES 1. Technical Escalation & Government SLA Governance Advanced Support : Provide third-line technical support to resolve complex infrastructure incidents and problems escalated when lower-tier engineering teams are unable to proceed. Root Cause Analysis : Systematically gather information and utilize highly technical troubleshooting tools to conduct deep-dive Root Cause Analysis (RCA) on systemic platform failures. SLA Governance : Proactively monitor government tenant work queues to resolve escalated tickets in a timely manner, ensuring strict compliance with public sector Service Level Agreements (SLAs). 2. Infrastructure Automation & GCC Resiliency Infrastructure as Code (IaC): Write, audit, and maintain mission-critical IaC templates (e.g., Terraform) and custom scripting (Python/Go) to standardize configuration management within GCC environments. Reliability Engineering: Implement patterns for fault tolerance, automated failover, and regular Disaster Recovery (DR) testing across core platform services. Container Orchestration : Manage, optimize, and secure containerized application deployments across multi-tenant Kubernetes (K8s) and Docker environments. 3. Government Change Management & Enablement Strict Change Engineering : Log, plan, and execute standard and non-standard change requests-including critical government OS patching-ensuring proper risk identification, mitigation mapping, and formal governance approvals. Knowledge Pushdown : Track resolution steps, update central knowledge bases, and actively coach L1/L2 operational teams to shift troubleshooting capabilities lower. Quality Auditing : Perform operational quality audits covering infrastructure security processes, ticket data accuracy, and the overall service experience. Qualifications & Attributes Education: Bachelor's degree in IT/Computing or equivalent demonstrated practical work experience. Clearance & Citizenship: Must fulfill national security clearance requirements mandated by the Singapore Government for ICT project access. Professional Attributes: Highly resilient in pressurized public-sector environments, capable of planning activities well in advance amid changing circumstances, and dedicated to achieving an outstanding client experience. Communication : Strong cross-cultural communication skills and active listening proficiency (probing for data and paraphrasing to confirm understanding). Some relevant Technical Tool & Certification Candidates should hold relevant industry certifications (e.g., AWS, Azure, VMware) or possess functional engineering expertise across the following domains: Domain Associated Platforms & Tool Ecosystems Virtualization & Compute VMware Suite (vSphere, ESXi, vCenter, vRealize Automation, Horizon VDI). Cloud Platforms (GCC) Microsoft Azure (Architect level), AWS (Solutions Architect level). Automation & DevOps Ansible, Git, GitLab CI/CD pipelines, Terraform. Containers & Orchestration Kubernetes (K8s), Docker, SUSE Rancher Prime. Data Resilience & Storage Veeam Backup & Replication, Rubrik, NetApp, Hitachi Enterprise Storage (HCP/HCPCS). Operating Systems Linux (RHEL, Ubuntu), Windows Server (WSUS, Active Directory). Security & Identity CyberArk (EPV, CPM, PSM, PVWA), Opswat, SUSE NeuVector Prime. Observability & Analytics Splunk Enterprise, Grafana dashboarding. Due to the nature of this government project, the candidate must be Singaporean and adhere strictly to Category 1 clearance
